The Controller and Accountant General’s Department (CAGD)
paid the first batch of Salary arrears due teachers in the
Ghana Education Service in October.
The Salary arrears paid relates to Teachers who are victims of
the Three Months Salary Arrears under the John Mahama
Government.
The Coalition of Concerned Teachers (CCT-GH) went on an
indefinite Strike on November1 to demand the payment of all
salary arrears owed its members by government.
According to the teacher union, the salary arrears of over
30,000 of its members from 2013 to 2016 had not been paid
by the government .
They also accused the government to have deducted GH₵10
from their salaries to pay for their life insurance, contrary to
its promise to bear such insurance expenses.
CCT-GH,lead by its President, Mr King Ali Awudu, had
commended the government for implementing the free SHS
programme,but was quick to add that if teachers who are at
the centre of the initiative are not well-remunerated the
billions of the taxpayers’ money being used to finance free
education will not yield positive outcome.
“At the end of the day, teachers cannot come out
wholeheartedly to teach well and the students will come out
as failures; if that happens, it means we have caused this
country a great mess,” he stated.
Speaking on an earlier meeting with some major
stakeholders,Mr Awudu said on August 25, 2018 the coalition
held its national executive council meeting in Tamale, and
invited the Deputy Minister of Education in-charge of
Technical and Vocational Education and Training, Ms Barbara
Asher Ayisi.
He said at the meeting, all the stakeholders—the coalition,
Ministry of Employment and Labour Relations, Ministry of
Finance, the Controller and Accountant General Department,
the Ghana Education Service (GES) and Ministry of Education
—agreed that all arrears owed teachers should be paid by the
end of October 31, 2018.
He added that to find an amicable solution to the impasse,
another stakeholders’ meeting, chaired by the Minister of
Employment and Labour Relations, was organised in June this
year during which the parties also agreed to collaborate to
facilitate the payment of the arrears by the end of October 31,
2018.
Concerned Teachers Call off Strike on November 14
In a statement issued by the leadership of CCT -GH on
Wednesday,November 14,2018, the Strike action declared
on the 1st of November ,2018 was called off with immediate
effect ,calling on all members of the Coalition of Concerned
Teachers and all Teachers at Large to thus resume work on
Thursday,the 15th of November ,2018.
Inputs in The MoU
At the Meeting held with the Minister of Education,Hon. Dr.
Mathew Opoku Prempeh in his Conference room on
Wednesday,November 14,2018 at 8:00am ,the partied agreed
as follows;
1.That,the GES/SIC issue be seen as :
a. Employer-Employee Relation and GES/SIC will educate and
recruit interested employees.
b. That being a member is not a union issue.
c. Any GES worker who wants to be part ,after explanation
from GES and SIC can participate or opt out if he or she
desires
d. Refund of monies deducted will be duly accounted for and
reimbursement
made to members by GES/SIC not later than end of
December 2018.
2, That the Controller and Accountant General’s Department
(CAGD) should :
a. Speed up the process in paying the 13,000 teachers arrears
this month ending as agreed with Unions and other stake
holders.
b. Make provision for continuous Uninterrupted payment of
the remaining arrears to beneficiaries by March 2019.
3. That the CCT-GH should end its strike action with
immediate effect and return into thee Classroom.
4. That government should take necessary steps to restore
grievances without further delay.
